Less than two weeks after the shocking attack on Manchester came another in London, on a busy Saturday night. Emergency teams were commended for their rapid action – they contained the attack just eight minutes after the first call was made. Steve Hewitt writes that years of training led to their lightening response. Meanwhile, the prime minister, Theresa May, said “enough is enough”. But Dan Lomas points out that low-tech terror is difficult to combat, and explains why the terror threat level was downgraded.
